CHAIR
Nicole Kresse: Nicole has lived in Fernandina Beach for nearly 10 years. She currently leads a nonprofit in Jacksonville and has previously spent nearly 2 decades doing international development work - first as a Peace Corps volunteer in Guatemala and then working at the leading USAID implementing partner. Nicole also serves as the chair of the Nassau Community Voices coalition, a member of the Democratic Black Caucus, and is a TSIC-Nassau mentor. Nicole stepped into a DCAI officer role because she believes this moment calls for all of us to do what we can to protect our democracy. She’s committed to helping ensure we leave future generations a country that is fair, just, inclusive, and worthy of their trust. Nicole looks forward to bringing our community together to learn about key civic and democratic priorities - and to empower members to take thoughtful, strategic action.
CO-CHAIR
Beth Bivins: Beth has lived in Fernandina Beach since 2019, and lived in Jacksonville from 1992 until 2006. A chemist by degree, she is currently Global Product Line Manager for a specialty chemical company. She lived in Sedona, AZ for 10 years, where she was active in the local Democrats of the Red Rocks, campaigning for President Obama, Gabby Giffords, and other candidates. Her late husband had MS and was disabled for the last 10 years of his life, so she is an active champion for disabled and other marginalized people. She stepped up to help the DCAI because she believes in democracy and equal rights for everyone, and wants to see our country survive for the next generation, especially her nieces and nephews.
TREASURER
Stacy Brown-Preliou: Stacy was born in Jacksonville and raised on Amelia Island. She is a proud graduate of Fernandina Beach High School, later attending the University of South Florida, where she earned her Bachelor of Science in Finance. She also earned Master’s Degrees in both Healthcare Administration and Business Administration. She has spent the past 15 years working in healthcare management. In her free time, Stacy enjoys spending time with her family (1 adult daughter and 2 adult sons) and volunteering in the local community. Stacy serves as Treasurer of the Democratic Black Caucus and is a Community Liaison with the Nassau Community Voices Coalition. Stacy is excited to step into this role with the DCAI as she wants to be a part of the solution and make positive changes in our community.
SECRETARY
Penny Reid: Penny moved from Spokane, WA to Fernandina Beach in 2013 to be closer to family and to get away from snow. She worked in Spokane for over forty years as a physical therapist in acute care and in a free-standing rehabilitation hospital, where she focused primarily on the spinal cord injury population. She has been an active Democrat since she began voting, joining the DCAI as soon as she arrived in Fernandina Beach, and eventually serving as its secretary and president. She volunteers as a greeter at the Amelia Island Museum of History, and is on the board of Amelia Lifelong Learning. She volunteered to serve as a DCAI officer because she is committed to having a visible and effective Democratic party presence in Nassau County, and doing what she can to protect, preserve, and foster democratic values in our community, state and nation.

AT-LARGE/Programs/Events Committee Chair
Leigh Ann Catlin: Leigh Ann and husband Kevin happily traded the cold winters of Madison, NJ in 2021 for the weather here. Leigh Ann has a BA from Bucknell University in International Relations and Spanish. She spent 25+ years in international business, most recently serving as VP of International Business Development for a division of Johnson & Johnson. In her work she developed new international markets and managed the company’s international sales network for therapeutic skin care products in more than 85 countries. She’s excited to be able to use the experience gained in her career as well as in a variety of charitable and professional organizations in her role as Programs & Events Committee chair.
